Theme 1: Geography, Access, and System Capacity: How place, infrastructure, and governance capacity shape uneven access to expanded learning across California.

Theme 2: Community Partnerships, Workforce Stability, and System Integration: How nonprofit partnerships, workforce conditions, and system fragmentation affect program delivery and sustainability.
